CHRONOLOGY: near the end of Empire #13, following his conversation with TK-622 in the medbay (prior to dying)
CLASS: technically a villain, but a conflicted one

BACKGROUND: Character wiki page, which is fairly limited, so I will attempt to flesh it out.

Akobi comes from the original Star Wars Expanded Universe, now known as Legends canon. This canon shares with the current Star Wars canon the three movies that make up the Original Trilogy as well as the three films of the Prequel Trilogy. This means that, by and large, Akobi's understanding of the historical events that shaped his galaxy is the same as any canon Star Wars character, up to the destruction of the first Death Star (as that is when Akobi died). The only things that differ are the minor details.

Akobi was born on the planet Ralltiir, a planet rich in marble with a population of about 10 billion (mostly humans), which was a major financial player during the time of the Republic, though largely politically neutral. By Akobi's time, Ralltiir like most other planets was in control of the Galactic Empire. There was, however, a growingly violent Rebel presence on Ralltiir, which Akobi and his legion of soldiers was sent to battle. Two years prior to his posting on Ralltiir, Akobi had been stationed on the planet Malastare. While there, the clone stormtrooper TK-622 had saved Akobi's life, and the two had quickly become as close friends as their respective ranks would allow. Akobi made sure, as he got promoted and transferred throughout the Empire, that TK-622 was always close by his side.

On Ralltiir, Akobi battled the Rebel presence on every side. Not only were they attacking his troops, but they were interfering with his intelligence reports. On one occasion, Akobi made a bombing run on what he was sure was a Rebel ammo dump, only to find out after the fact that the location had been a civilian hospital. Not one to admit such a mistake, the Imperial higher ups doctored the reports, making Akobi out to be a hero. He would later be slated to receive an award from Grand Moff Tarkin for the mission.

Towards the end of his deployment on Ralltiir, Akobi was saved by TK-622 once again, as a piece of tech he was standing near exploded. TK-622 was certain it was sabotage, however Akobi thought it must have instead been an equipment malfunction. Shortly thereafter, Akobi's squadron was reassigned to the Battle Station DS-1, also known as the Death Star. While lowly stormtrooper ranks such as TK-622 were kept in the dark about the Battle Station's true purpose, it is likely that Akobi, being an officer, knew the truth about its purpose and designation.

Immediately upon arriving on the DS-1, Akobi once again made special arrangements to keep TK-622 at his side. And, once again, it proved to be the thing that saved Akobi's life. Not long after, a protocol droid grabbed a blaster and fired at Akobi as he walked with some other officers. He survived the attack due to TK-622's quick reactions in disabling the droid. Again, TK-622 suspected sabotage, that the droid had been reprogrammed, but again, Akobi thought instead it must have been a malfunction. That series of protocol droids were known to be unreliable.

Later, when TK-622 brought his concerns to Akobi, Akobi told his friend he was being too hard on himself, that the hardships of war they'd faced on Ralltiir had had an impact on all of them, clone and natural born alike. Akobi knew that TK-622's clone conditioning kept him limited to certain avenues of thinking, but he also believed the best of his loyal friend. TK-622 helped Akobi get dressed for the medal ceremony for the bombing run on Ralltiir, and the pair of them left...

...Only to be ambushed again by a rogue droid-- a Viper probe droid this time, which electrocuted the pair of them. TK-622 was able to survive with only minimal injuries due to the insulation of his stormtrooper armor, however Akobi's injuries were terminal. He would not survive the night.

Lying in the medbay, hooked up to machines which were easing his pain and the only things keeping him alive, Akobi had a chance to reflect on his actions and how he got to be in this position. He confided in TK-622 his doubts that the Empire was really the best thing for the galaxy. He admitted the truth of the bombing run on Ralltiir, though his friend's clone conditioning prevented him from agreeing that the Empire was in the wrong. Akobi could see that the Empire wasn't perfect, and was in fact just as capable of atrocities as the Rebels they were fighting, but TK-622 couldn't agree with such an argument.

PERSONALITY:
There were many ways of joining the Empire. Some were grandfathered in from the beginning, being important figures in the Republic, loyal to Palpatine. Some were literally born for it, being clones grown in the Imperial cloning facilities, bred with loyalty in their DNA. Others joined out of necessity, the Empire giving them a career path and a way to escape their lowly roots. Akobi likely joined the Empire because he believed in its message: Peace in the galaxy through loyalty and order. He saw what the Empire was (ostensibly) trying to achieve, and saw being a part of that mission as something he could be proud of. He is the kind of person who wants to help people, and with the galaxy under civil war, the best way that he could see to do that was to be a part of the peace-bringers, the restorers of order in a time of chaos.

Obviously, once he rose through the ranks of the Empire's command, Akobi came face to face with the fact that in war, nothing is ever as simple as "good guys versus bad guys." Sure, the Rebel insurgents on Ralltiir who were interfering in his data collection and targeting civilian infrastructure with violence were in the wrong, but the Empire that swept the truth of his bombing run under the rug is hardly perfect either. TK-622, being genetically conditioned to accept the Empire's actions without questioning, couldn't see that. But Akobi, being a natural born human and a realist, not only sees the Empire's flaws, but sees that there's little he as one individual can do against this war machine. So, he stays in his position as Commander, and does what he can to not make the same mistake again. He double checks his intel before acting, he treats his troops as fairly as he can, recognizes TK-622's strengths when others will not. He tries to stay faithful to his ideals while operating within his given parameters.

The common opinion within the Imperial forces, and the Republic forces before that, was that clone soldiers were canon fodder. Good when you need a force of millions to send in front of the enemy's guns. Faceless, nameless ground troops to be deployed as their natural born commanders saw fit. There was no life outside of or after the war for clone soldiers. Their be all and end all was the fight. Akobi knew this, and still saw merit in the individual. We never see him interact with other clones besides TK-622, but just in that one relationship, it is clear that he values TK-622 as more than just a clone. He not only considers him to be more of a person than his peers do, but he considers him a trusted friend.

The problem is, of course, that Akobi doesn't listen to his friend's advice. After multiple attempts at his life, Akobi still dismisses TK-622's concerns that someone is trying to kill him, choosing instead to believe the equipment on Ralltiir and the protocol droid were simply malfunctioning. He's too trusting for his own good, in the droid that tried to kill him, in the credibility of his intel on Ralltiir, and in the Empire's choices in the war at large. It's not until he's on his deathbed that he gives voice to the doubts in his mind and the guilt he truly feels. Given a second chance at life here on Earth, away from the Empire and the Rebels and the whole Galactic Civil War, Akobi is likely to pursue an unassuming civilian life wherever possible. As I previously said, his goal is to help people, using the infrastructure and policies at his disposal. He will sooner try to fit into the way things are already on Earth than try to change them to suit a way of life he's more familiar with.


POWER:

Loyalty Empowerment – non-canon

Akobi will become stronger/faster/more durable when in the company of someone who is loyal to him. Depending on the strength of the loyalty, the enhancement may exceed peak human physical capabilities, allowing him to lift a car over his head, for example.

Just When You Thought Things Were Good (Damsel In Distress) – non-canon

Whenever things seem to be going well for Akobi — He gets a promotion, gets nominated to receive some kind of award, achieves something he's proud of — something happens to put his life in imminent danger. It may come in the form of an assassination attempt, or something so mundane as an out of control car barreling onto the sidewalk where he's walking. He won't get much time to react, in either case, and will probably need to be saved by someone else (unless his first power comes into play and allows him to save himself). Please not that this power is not intended to brainwash anyone into attacking Akobi, more to create circumstances in which poor luck will cause calamities to strike at the most inopportune moments.

FINAL NOTES:
At his canon point, Akobi's life is in critical condition. He would have hours left to live, even if the Battle Station (Death Star) wasn't about to be blown to pieces. He will be miraculously healed upon being ported in, as I don't particularly feel like playing someone who has had half of their body hooked up to machines at this time.
